Affordable innovation awarded

The Lightsview development has been acknowledged for its achievements in the delivery of affordable housing.

The 2500 dwelling housing development, located at Northgate in Adelaide’s inner north-eastern suburbs, has produced its own range of homes to meet its 15 per cent affordable housing commitment.

The project won the Best Affordable Development award at the Urban Development Institute of Australia’s Awards for Excellence in Adelaide last night.

Lightsview Project Director Alan Miller said land value could have presented a barrier to the delivery of affordable housing options, but innovation had overcome this.

“Lightsview is located only 8km from the Adelaide CBD, making the challenge of delivering homes to the market underneath the regulated price bands potentially quite difficult,” he said.

“Our approach to meeting the affordability challenge was to develop an innovative range of house designs and then develop a range of new allotments to suit. This allowed us to use each allotment as efficiently as possible and influence the overall cost by minimising the land component as much as possible.

“We have been able to do this without compromising the fresh, individual design of the development, and nor have we needed to subsidise the homes in any way.”

The judges commended the project for its innovation in product development and master plan integration that will see homes in this range spread anonymously throughout the 91ha development.

The project, being developed jointly by CIC Australia and the State Government’s Land Management Corporation, is expected to be completed in 2018-19. The site is the last urban infill sit of its type north-east of the city.

Lightsview to double in size

The State Government has agreed to double the size of the successful Lightsview residential development at Northgate to create a further 1150 dwellings.

Infrastructure Minister Patrick Conlon said State Cabinet agreed on Tuesday that the joint venture that has overseen the successful development – the South Australian Government’s Land Management Corporation (LMC) and development firm CIC Australia Ltd – will be given approval to extend Lightsview to the adjacent 45 hectares of vacant land, located just 8kms from the CBD.

Mr Conlon said a key reason for extending the joint venture has been CIC’s success in exceeding development targets set by LMC for Precinct 1 – with $27m already in sales for the first five months of this year.

“This is an excellent outcome for the whole project because it will mean a seamless, single development across about 90 hectares and will provide a continuing supply of diverse housing allotments to the public and building industry in an area of strong demand,” he said.

“Through the joint venture, we have done an outstanding job in creating a great urban environment that is proving to be highly popular.

“Importantly, this development will continue to meet the State Government’s 15 per cent affordable housing policy with a range of innovative affordable housing types being made available at house-and-land prices below $294,000."

CIC Regional General Manager Geoff Smith said more than 300 home sites were already completed in Precinct 1, which will ultimately accommodate about 1000 dwellings together with 155 retirement village dwellings and a 110-place aged care facility.

“CIC is delighted to be able to continue delivering the outstanding achievements across the entire project site,” Mr Smith said.

“This joint venture is demonstrating the ability of the private sector to partner with the South Australian Government to deliver diverse and sustainable housing developments in an inner urban project.”

Mr Conlon said key infrastructure services such as recreation spaces, stormwater flow, roads and sewerage are being planned in an integrated way to make the entire area the best it can be for people living in the area.

There is a mandatory minimum 6-star rating for all homes and recycled storm water will be provided to all homes for toilets and gardens, and to all reserves.

“Lightsview is participating in the first recycled water pipeline from the City of Salisbury to be delivered outside the council’s boundaries for residential use,” Mr Conlon said. 

Precinct 2 will comprise about 1150 dwellings across 45 hectares when completed in 2018.

If the name Lightsview is a nod to Colonel William Light’s visionary planning of Adelaide, it stands to reason that the plan for Lightsview is itself based on a long-term vision for a world-class development. The Lightsview master plan seeks to deliver new sustainability initiatives, living options and open spaces, as well as ensuring the development integrates seamlessly with the surrounding communities. The streets form a connected network that promotes walking and contributes to a community feeling. Meanwhile, different neighbourhoods within the development are made memorable through a range of building styles, public artwork and distinct streetscapes.

Lightsview Project Director Alan Miller said the master plan had been created with the aim of setting new benchmarks in urban design. “In terms of visual impact, we’ve optimised views of the city and the Adelaide Hills, as well as locally through the reserves and water features,” he said. “The correct solar orientation of roads, allotments and homes can achieve greater energy efficiency, and we’ve worked with the landscape to achieve the best solutions for water management. The stunning water features have a dual purpose, as they will be part of a system to treat and store storm water, and the wetlands will also provide an exciting place for children and families to explore.” The reserves and walkways within Lightsview will link to the existing east-west series of open spaces of the adjoining neighbourhood, with a proposed connection through to Hampstead Road. They have been designed in such a way that residents and visitors will feel encouraged to explore further into the development to discover the different options for outdoor recreation, whether it is playing sport or sitting quietly with a book.

Walking, driving or riding up or down City View Boulevard – the spine of the development – leads to the heart of Lightsview, where the proposed mixed use precinct and the existing Northgate Shopping Centre will come together to form a traditional town centre. Developing a walking and cycling culture, along with new public transport options within Lightsview, will encourage less reliance on car use.
